Philip Frayne worked for 33 years as an American diplomat stationed in nine foreign countries and in Washington, DC. Now retired, his last posting was as the Consul General in Dubai, United Arab Emirates. He also served in India, Egypt, Morocco, Yemen, Jordan, Iraq, Sri Lanka and France. He is an adjunct professor at the Instituto de Empresa in Madrid and has also given lectures on American society and politics at the University of Zaragoza. He received his degrees from Columbia University and the Johns Hopkins School of Advanced International Studies. Originally from New York, he now resides with his wife in Zaragoza.

Presentation
This seminar of four classes will explore the rise of Donald Trump in America, the changes he has brought to the United States, the motivations behind those changes, and the implications of his policies for the rest of the world.
Metodology
The seminar will be offered in English. Mr. Frayne encourages class discussion and participation, so students should have a fairly proficient level of English ability.
Program
Session One: Background on Trump, his rise to power, the MAGA movement (“Make America Great Again”), and his first term policies - both successes and failures.
Session Two: Trump’s second term. Why he was able to beat Kamala Harris. The Supreme Court’s role in helping Trump. Project 2025 and the plan to re-structure the US government. The blitzkrieg of the first 100 days. American Democracy in peril?
Session Three: Foreign policies: Turnabout on Ukraine; Unconditional support for Israel; Hostility toward Europe. Climate Change and energy policies: “Drill, baby, drill.”
Session Four: Tariffs and their implications for the world economy. America’s declining influence in the world. The geo-political competition with China. Partnership with India. The landscape in the Middle East.
